Terrain data requirements allow for flexibility in the types of information provided as sources used to produce final terrain deliverables. Once this type of data is provided, FEMA will be able to account for the origins of the flood study elevation data. (Source: FEMA Guidelines and Specifications, Appendix N, Section N.1.2). Purpose: Terrain data is used to represent the topography of a watershed and/or floodplain environment and to extract useful information for hydraulic and hydrologic models. This digital data is produced for the purposes of updating/creating a DFIRM database. Data_Quality_Information: Logical_Consistency_Report: The Terrain package includes flow vectors and non-tiled data (SinkBreach, NoData, VoidData, ExternalBoundary, Island). The Terrain data are consistent with the elevation dataset. A comparison of profile plots with the flow vector data confirms that flow vectors are correctly drawn. Flood hazard boundaries do not extend beyond the ExternalBoundary, if it exists. FIRM panels show the flood hazard area delineations where Island data are present. Completeness_Report: Data contained in the Terrain package highlight specific issues in elevation datasets. Terrain data are derived datasets that aid automated hydrologic and hydraulic analyses, the flood hazard area boundary delineations, and quality control. Positional_Accuracy: Vertical_Positional_Accuracy: Vertical_Positional_Accuracy_Report: Source LiDAR data meets FEMA Appendix A and NSSDA vertical accuracy standards for LIDAR Flood Plain Surveys with vertical accuracy of +/- 0.29 feet. Source LiDAR data meets NSSDA vertical accuracy standards for digital mapping products. Quantitative_Vertical_Positional_Accuracy_Assessment: Vertical_Positional_Accuracy_Value: 0.173 Vertical_Positional_Accuracy_Explanation: 644 points were used in checking the accuracy of the LIDAR data. Surveys were conducted at 5 sites utilizing the base stations established in the static network. Note that the edited LiDAR points are simply a subset of the raw LiDAR points. These surveys established ground truth data at each site on different surface types, including bare earth, low grass, brush lands, low trees, forest, high grass, weeds, crops, and urban areas. A comparison of ground survey versus LiDAR model values indicates a Vertical Root Mean Square Error (RMSEz) of 0.29 feet. This is within the FEMA specified vertical accuracy tolerance of 0.6. This RMSEz equates to a tested 0.568 feet vertical accuracy at 95-percent confidence level. Process_Step: Process_Description: Data were received as .las files for the bare earth (mass points) and a feature class containing the 3-D breaklines. The .las files were converted to muiltipoint feature classes using ArcGIS 3-D Analyst function LAS TO MULTIPOINT. These were imported into an empty ESRI file geodatabase along with the breaklines and a hard break clip polygon (county boundary). The average point spacing used was 3.64 feet based on what was reported in the metadata provided for the LiDAR data. The projection and coordinate system for the geodatabase was set to Juneau County Coordinate System Feet and the vertical datum was set to NAVD88. Terrain was then built using ArcGIS V9.3.1 Build Terrain tool. The DEM was created from the terrain dataset using ArcGIS V9.3.1 Terrain to Raster conversion tool. Process_Date: 20101124 Process_Step: Process_Description: Breaklines for this project utilized a process called Lidargrammetry. Lidargrammetry involves manipulating the LiDAR data’s intensity information to create a metrically sound stereo environment. The breakline vectors were developed from the LiDAR points to define hard and soft breaklines, mostly hydrography, in the terrain surface, as part of the Juneau County 2010 LiDAR Project. This breakline dataset establishes the deviation parameters for the development of derivative terrain data. File formats include: ESRI shapefile and AutoCAD DWG format. SinkBreach is a linear spatial file representing sink breaches used to hydrologically correct terrain models. A comparison of flow path automatically generated by a GIS software using elevation data and known flow paths from existing maps and/or orthophoto shows sinks that need to be corrected. NoData, VoidArea, ExternalBoundary and Island are polygon spatial files created by reviewing elevation datasets. File formats include: ESRI Shapefile, AutoCAD DWG, and LAS format.
