This shapefile represents combined processing output from optical sensors on 4 different satellites (Landsat -5, SPOT-2, SPOT-4, SPOT-5) for a total of 25 multispectral images of Wisconsin during and after the June flooding event of 2008. Imagery dates range from June 14 to July 4, 2008. In the version of the data, ALL WATER IS REPRESENTED including lakes and rivers. If this file is placed under the DNR 24K Hydro layer and colored differently (red for example, with the Hydro layer is colored blue) areas that are not obscured with represent estimated flooding.
This file has NOT been combined with the current Radarsat 6/15-16/2008 shapefile.
This is a final product that includes known errors of comission (features identified as water that are not water -- usually cloud shadows or wet soil) errors of omission (water not identified -- usually because of tree canopy, clouds, or spectral confusion with heavy silt loads). There are geometric errors too where the original satellite imagery did not align properly with the DNR 24k Hydro layer (v6). I made a significant effort to correct these but in some cases (particularly the Sheboygan SPOT-4 image and the Wild Rose and Portage SPOT-2 images) it was not completely resolved.

This data is intended to help with recovery efforts of Wisconsin Emergency Management and other State, Federal, and County government entities. Because of its complexity (multiple sensors, layered polygons, multiple dates), it should be used with caution. It should be used to identify general areas of concern for further study or ground survey, not as a definitive result. As subsets of this product are compared with field studies and additional "ground truth" data (such as 2008 1-meter NAIP available from <http://www.wisconsinview.org>), higher quality products will result. Taken as, this is a "best guess" product and should be treated as such.

Data Prep:
1) Identify potentially useful images (rejecting cloudy images and misnamed tiles).
2) Identify scene location (using provided shapefile - incomplete).
3) Download and unzip images to local drive.
4) Evaluate spatial integrity (three SPOT images poorly geo-corrected).
Data Analysis:
5) Run unsupervised classification (30-60 classes - more if haze or clouds were present, 10 iterations, .95-.99 convergence).
6) Open resulting new image in ArcGIS 9.3 - ArcMap.
7) Visually inspect raster output overlaid on original imagery for water classes (usually 4-8 classes).
8) Re-classification with ArcMap Spatial Analyst to produce an image with three classes (water, land, no-data).
9) Run a "raster to feature" process with ArcMap Spatial Analyst to generate polygon shapefile, and export the water polygons to a final shapefile.
10) Overlay shapefile on original image to identify and remove obvious errors of commission such as cloud shadows and edge effects. Re-process with more classes, iterations and/or higher convergence, if necessary.
11) Modify attribute table to indicate polygon source and size: platform, sensor, resolution, date, area (meters).
12) Merge adjacent polygon fragments to simplify shapefile.
13) Mosaic shapefiles from all 28 scenes to produce single "all-water" shapefile.
