NAIP acquires digital ortho imagery during the agricultural growing seasons in the continental U.S.. A primary goal of the NAIP program is to enable availability of ortho imagery within one year of acquisition. NAIP provides two main products: 1 meter ground sample distance (GSD) ortho imagery rectified to a horizontal accuracy of within +/- 3 meters of reference digital ortho quarter quads (DOQQ's) from the National Digital Ortho Program (NDOP); and, 2 meter GSD ortho imagery rectified to within +/- 10 meters of reference DOQQs. The tiling format of NAIP imagery is based on a 3.75' x 3.75' quarter quadrangle with a 300 meter buffer on all four sides. NAIP quarter quads are formatted to the UTM coordinate system using NAD83. NAIP imagery may contain as much as 10% cloud cover per tile. This file was generated by compressing NAIP quarter quadrangle tiles that cover a county. MrSID (MG3) compression, with mosaic option, was used. Target values for the compression ratio are (15:1) and compression levels(9) are used. Purpose: NAIP imagery may be distributed on an interim basis to meet USDA program requirements. The interim product is a compressed county mosaic. Users should be aware that the interim compressed county mosaic may contain defects and have horizontal accuracy less than the specified tolerances. The rectification process requires, as input, a user parameter file to the rectification process, a digital elevation model girdded to specified bounds, projection, zone, datum and X-Y units, a scanned image file covering the same area as the DEM, exposure station control values and their conjugate photo coordinates in the camera coordinate system, ground control check point control values, and measurements of the fiducials in the digitized image. Aerial photography was completed with two Zeiss RMK-TOP and two Zeiss Jena LMK camera systems. The cameras utilize 6" focal length lens cones and are in current calibration and equipped with FMC (Forward Motion Compensation), filters and eight fiducials. The Zeiss cameras are equipped with gyro-stabilized mounts. The photography was captured at the standard USGS NAPP scale of 1:40,000. The imagery was collected with Kodak Aerochrome III MS 2427 color positive film. Survey control for the imagery was collected through the use of airborne GPS. A dual-frequency geodetic grade GPS receiver was utilized in each aircraft during the photography acquisition. The data from these receivers were processed relative to national NGS CORS stations. Processing was completed using L3-floatsolutions from two CORS stations. This processing yielded an RMS accuracy of 0.3 meters for each exposure station. Scanning alternate exposures of the natural color aerial photograph film negatives created the raster image files. Scanning was completed for all even numbered NAPP exposures stations. Scanning was completed with a Z/I Imaging PhotoScan 2000TD precision aerial film scanning device. The scanning was completed using an aperture of 21 microns, which produced an 84 cm ground resolution for use in the aerotriangulation. The scanned images, ABGPS data, ground check point data, and camera calibration data were used as inputs to the Zeiss/Intergraph ImageStation Automatic Triangulation (ISAT) softcopy program. ISAT correlated image points and aerotriangulated the block of images to create the exposure station exterior orientations used to rectify the orthophotos. Ground check points were extracted from the client provided county mosaics files. The ground check points were manually measured on the imagery. These ground check points were included in the aerotriangulation adjustment as unconstrained points for absolute ground location verification. The external orientation parameters derived from the aerotriangulation solution were used to provide the horizontal control for each image. Vertical control for the orthorectification process was obtained from existing USGS Digital Elevation Models (DEM). The orthophoto rectification was completed using Z/I ImageStation Orthopro software. The orthophoto differential rectification was performed in an automatic process using the exterior orientations, the new scanned imagery, and the DEM as input. During the rectification process for each DOQ pixels were re-sampled to a 2-meter ground resolution. DOQ image files were exported that reflect the radiometric changes made in the previous process. Each DOQ image covers a quarter-quad area plus 300 meters beyond the outermost datum registration. The images are referenced to the project datum of NAD 83 and projected to the proper UTM zone. The overall DOQ process produced images that fell well within 10-meters of the same location on the government furnished baseline orthophoto control imagery accuracy requirement. County mosaics were prepared using MrSID MG3 software. The government provided the required quarter quadrangle tiles for each individual county. Through the MrSID software, the quarter quadrangles were processed into the individual county mosaic. The compression ratio for the 2-meter color imagery was 15:1. Project ESRI shape files, auxiliary files, and metadata files were produced for each compressed county mosaic file.
