Description:
Abstract:
This shapefile represents processing output from one RADARSAT-2 image of Wisconsin during the September flooding event of 2010. Imagery date is September 25, 2010. ALL WATER DETECTED IS REPRESENTED.
This file has NOT been combined with any other source of water information.
This is a final product that includes known errors of commission (features identified as water that are not water -- usually smooth fields or hillside radar shadows) errors of omission (water not identified -- usually because of tree canopy or narrowness of feature). There are geometric errors too where the original satellite imagery did not align properly with accepted vector files. Efforts were made to correct this but it was not completely resolved.
Purpose:
This data is intended to help with recovery efforts of Wisconsin Emergency Management and other State, Federal, and County government entities. Because of its complexity it should be used with caution. It should be used to identify general areas of concern for further study or ground survey, not as a definitive result. As subsets of this product are compared with field studies and additional "ground truth" data (such as 2008 1-meter NAIP available from <http://www.wisconsinview.org>), higher quality products may result. Taken as, this is a "best guess" product and should be treated as such.

Here are the general steps used:
Dr. Batzli used ERDAS IMAGINE 10.1 to process the imagery and produced a single shapefile showing all water detected. These are the steps he used:
(1) Adjusted coordinates to fit more closely with 1:24k maps (3rd polynomial solution with 67 tie points needed). (2) Reprojected from UTM zone 15 to WTM83-91 (Wisconsin State Standard). (3) Ran a "frost filter" to reduce impact of speckle noise. (4) Ran unsupervised classification with 10 categories 10 iterations to .99 convergence. (5) Imported .img file into ArcGIS 9.3.1. (6) Exported to shapefile. (7) Removed features calculated to be less than 3000 sq meters to reduce uniform errors of commission found along forested edges and hillsides.
