The tiling format of NAIP imagery is based on a 3.75' x 3.75' quarter quadrangle with a 300 meter buffer on all four sides. NAIP quarter quads are formatted to the UTM coordinate system using NAD83. NAIP imagery may contain as much as 10% cloud cover per tile. Purpose: NAIP imagery is available for distribution within 60 days of the end of a flying season and is intended to provide current information of agricultural conditions in support of USDA farm programs. For USDA Farm Service Agency, the 1 meter GSD product provides an ortho image base for Common Land Unit boundaries and other data sets. The 1 meter NAIP imagery is generally acquired in projects covering full states in cooperation with state government and other federal agencies who use the imagery for a variety of purposes including land use planning and natural resource assessment. With an annual cycle, NAIP is also used for disaster response often providing the most current pre-event imagery. While suitable for a variety of uses the 2 meter GSD NAIP imagery is primarily intended to assess crop condition and compliance to USDA farm program conditions. Process_Step: Process_Description: A list of DOQQs provided by the USDA were buffered by SURDEX and used to generate a flight plan a altitudes capable of producing a 1 meter product. Flown missions were entered into a database noting the date flown and aircraft/camera used. This database was used for internal/external progress reporting and creation of these data files. Flight crews photographed the missions in WI, starting on June 23 and ending September 9. All systems collected Airborne GPS data using dual frequency receivers and collecting data at a minimum of one second intervals. Post processing of all GPS data was preformed by Surdex with GraphNav software. Post processing of the raw digital camera data was performed by Surdex using Intergraph PPS software. Dodging and building image pyramids were handled using Surdex developed software. For Aerial Triangulation (AT) purposes, Wisconsin was subdivided into 21 blocks. AT on all frames flown was performed in their respective UTM zone using Intergraph's ISAT and Surdex Snoop tools. All usable frames of photography were ortho-rectified at 1 meter resolution using the USGS National Elevation Dataset (NED) and Surdex developed orthorectification software. Using the common overlap between adjacent frames, all imagery was digitally mosaicked together and DOQQ were cut from a seamless virtual mosaic. A majority of each DOQQ will come from a single date of photography, which is identified in the date embedded in the DOQQ filename and CCM metadata, for inclusion in the County Compressed Mosaics (CCM) and uncompressed delivery on DLT tape. Radiometric balancing was performed using both SURDEX developed and Inpho Orthovista software. Approximately 20 check points per county were collected over each reference imagery provided by the USDA and the new 2008 CCM to ensure the 5 meter accuracy was met.
